In the year 1885 I was appointed First Clerk in this Department in succession to Mr Shepherd, which appointment received the confirmations of Your Lordship's Noble predecessor Lord Kimberley: Colonial Office Despatch No.99 of 21st May 1885 my Salary plus a personal Allowance of $20. = $140 Months. And in 1886 on my application Copy of which is annexed - I was placed on the same footing as the other First Clerks in the service of this Government, which increase of pay was also sanctioned by Lord Kimberley - Colonial Office Despatch No 83 of November 1885. although my personal allowance of $30 a month was disallowed.

With reference to the small addition of my Salary from $140 to $160 a month, I very respectfully request that Your Lordship will allow me to place before you the following circumstances.

Not only have my duties as Accountant been enormously increased since the year 1875, but I have had to perform such additional duties of First Clerk as had to be relinquished by Mr. Shepherd on his transfer, abovementioned, to the Judicial Department, i.e. payment of Salaries, preparation of all Returns, care of Stationery and other minor works connected with Land Registry, used to be attended by Mr Shepherd.

I have been in the Service of this Government for 26 years, and am not in the enjoyment of personal Allowance for long and meritorious services, although my duties have been very arduous and of a very responsible Nature.

In the event of my present salary $160 not being increased under the new schemes of Salaries, whereas the Salaries of all other
